This circuit is a voltage booster. The input is powered by 5-15V. A maximum of 40V is obtained at the output. Output voltage can be adjusted by potentiometer. Since the max voltage of the 555 IC is 15V, the input voltage is maximum 15V.
Before connecting a load to the output, the potentiometer should be brought to the minimum position. It is the right method to increase the voltage value to the appropriate level with the potentiometer after the load is connected. Because the current voltage may be too high for the load you connect to the output.
